I used three parts white glue (PVA glue) diluted with one part water as a decoupage medium. Adhesives such as Mod Podge would work equally well. Thin decoupage medium works better with light weight papers such as tissue paper. You can achieve unusual finished effects by adding glitter or mica to the glue.
